Opening its doors in 2023, the redeveloped TOBA Centre for Children & Youth located in the Assiniboine Park involved a full mechanical and electrical transformation of a 1960’s-era facility. Our team provided complete design and contract administration services for a three-storey renovation that now supports coordinated services for children and families affected by abuse.

The project involved extensive system replacement and reprogramming of the existing structure to accommodate three distinct agencies, TOBA Centre, Winnipeg Police Service, and RCMP - each requiring physically and digitally separate operational zones. This included three isolated IT networks, secure work areas, and sound-rated interview and recording spaces to support sensitive operations.

Mechanical upgrades featured a new four-pipe fan coil HVAC system, an expanded boiler plant, a rooftop chiller, and low-temperature winter cooling. Electrical work included new power distribution, fire alarms, structured cabling, and lighting systems designed for performance, security, and acoustic comfort.

Challenged by low floor-to-floor heights, aging infrastructure, and structural limitations, SMS developed tailored solutions to modernize the building while maximizing space efficiency and supporting the facility’s specialized operational needs.
